For the Inquirer major programs include these: Tony Lavery, circulation manager of the Daily News, has been given additional responsibility for Inquirer street sales; sales of new HD starts has been increased to current contractors and a new crew outfit will be added by mid-November, bringing this group to three crew sales companies plus the telephone sales organ¬ ization; we are borrowing a Detroit Free Press circulator to work with these sales organizations; the single copy sales organization has been enlarged from nine to 16 people; P.N.I, training manager has been assigned full time to circulation to aid in getting these news efforts cranked.up; college campus sales have been emphasized; dealer conversion program will be accelerated; truck routing will be altered to split single copy runs from home delivery runs; and we are looking at the feasibility of restruct¬ uring suburban management to provide separate managers for Pennsylvania and New Jersey. | Random Notes: Newspaper Guild administrative officer Bill Brown has re- | signed in a dispute with the local. Brown was a liar, but there was one jj ^ virtue and that was we knewhim. 4 Philadelphia area auto dealers have been charged in New Jersey with mis¬ leading advertising because of ads placed in Pennsylvania newspapers that circulate in N. J. New Jersey regulations require that new car ads state whether dealer prep charges are included and used car ads are supposed to give odometer readings. This action has considerable implication with the proliferation of consumer regulations in almost all states and our legal representatives have met with those from the New York Times, the Bulletin and several car dealers to determine whether and to what extent newspaper counsel should be involved. We will also consult Tim Hanson of ANPA. The car dealers want us out front in the fight since they feel newspapers have better standing in court "than used car dealers". If such a ruling stands it could cost us considerable advertising and/or manufacturing problems. Why don't the dealers simply comply? We asked that and were told the regulation was so strict that one Philadelphia • dealer with an outlet in Newark had to submit copy to the Consumer Affairs Division in advance, requiring about eight days lead time - a period unworkable for a car dealer.
